Being born again is a requirement in order to believe the Gospel.

Paul was writing to them whose faith he heard about Rom 1:7-8

7 To all that be in Rome, beloved of God, called to be saints: Grace to you and peace from God our Father, and the Lord Jesus Christ.

8 First, I thank my God through Jesus Christ for you all, that your faith is spoken of throughout the whole world.

Then he said in Vs 15 he was ready to preach the Gospel to them [you] in Rome

Paul does not support your claim the gospel is to be preached only to believers

All pertain to the regenerate. Scripture, Salvation preaching is never addressed to the unregenerate, dead in sin. Who was John writing scripture to here 1 Jn 5:13 and why ?
