Is the word all ever used in a restricted sense ?

Is the word world ever used in a restricted limited sense ? Yes it is,

In fact the word actually means a gathering together of particulars. Its the greek word kosmos:

#8.
  1. any aggregate or general collection of particularsof any sort
    1. the Gentiles as contrasted to the Jews (Rom. 11:12 etc)

Now notice the word particulars, it means:

of or relating to a single or specific person, thing, group, class, occasion, etc., rather than to others or all; special rather than general:
So technically the collection or gathering together of all of Gods Sheep, or Elect, or Children constitutes a World like in Jn 3:16

16 For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life.

For instance, scripture says Jesus by His Death shall gather together all the children of God Jn 11:50-52

50 Nor consider that it is expedient for us, that one man should die for the people, and that the whole nation perish not.

51 And this spake he not of himself: but being high priest that year, he prophesied that Jesus should die for that nation;

52 And not for that nation only, but that also he[by his death] should gather together in one the children of God that were scattered abroad.

The words "should gather together" is the word synagō:

  1. to gather together, to gather
    1. to draw together, collect
      1. of fishes
      2. of a net in which they are caught
  2. to bring together, assemble, collect
    1. to join together, join in one (those previously separated)

So it would be biblical to say the world in Jn 3:16 are the collection of the Children of God. So it could agreeably read Jn 3:16

16 For God so loved the Children of God, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life.

So the word world in a scriptural sense can be and often is , having a restricted sense. Not all mankind are the Children of God, its a division 1 Jn 3:10

in this the children of God are manifest, and the children of the devil: whosoever doeth not righteousness is not of God, neither he that loveth not his brother.
If this is proper hermeneutics, then the old adage “Judas went out and hung himself…” “go and do likewise!” Is meritorious as well!

It is interesting that you think that the #8 possible definition is the one that that is meant in John 3:16. There is no mention of a contrasting group, such as Jews versus Gentiles.

There is no basis contextually for defining the world as anything other than the world of humanity.
