The prophecy says to rebuild the city.
Cyrus told Ezra to rebuild the temple.
Nehemiah , and Artaxerxes gave the command to rebuild the CITY...

Daniel, Ezra, Nehemiah do not contradict God or vice versa, but you are contradicting God.
