I don't think you can assert that. It gives a break down...ONE GOD The Father...AND one Lord Jesus Christ. I'd say you're really stretching that out to imply Lord doesn't mean God.
For though there be that are called gods, whether in heaven or in earth, (as there be gods many, and lords many,) but to us there is but one God, the Father, of whom are all things, and we in him; and one Lord Jesus Christ, by whom are all things, and we by him. 1 Cor 8: 5,6
Sure....he was teaching people to worship God. Perhaps you don't understand that though a lot of Jesus ministry he didn't emphasize he was God even though he was. When he asked the disciples who do men say that I am Peter got it right but told him NOT to go around telling anyone of it. Mk 8:29 There was a time and a place for that.
