Believing is the evidence of salvation, and a believer shall be saved in the future when Christ returns. There is a future aspect of salvation, What you think Paul meant here when as a saved man said this Rom 13:11

11 And that, knowing the time, that now it is high time to awake out of sleep: for now is our salvation nearer than when we believed.

the legal term for being freed from the penalty of sin is justification. The term literally means to be declared in right standing. innocent of charges, or acquitted. now while we are guilty. We are not legally innocent, we are guilty as charged. but through redemption. Christ covered our charges and paid them in full

Its a promise, those Justified shall live by Faith. So when one believes its an evidence they are Just/justified.

A person who never believes, he never was free from the law and so condemned. So believing is the evidence of Justification, final unbelief is the evidence of condemnation.

You missed the point. One who believes is considered righteous, therefore justified.
