Believing is the evidence of salvation, and a believer shall be saved in the future when Christ returns. There is a future aspect of salvation, What you think Paul meant here when as a saved man said this Rom 13:11

11 And that, knowing the time, that now it is high time to awake out of sleep: for now is our salvation nearer than when we believed.

We are not legally innocent, we are guilty as charged. but through redemption. Christ covered our charges and paid them in full
