The fallacy is in thinking "world" means even those that did not answer to the Good News call, like atheists.

Here is another reason, why Christ must return to rule on earth, for Jn. 12:31 Now is the judgment of this world, Now shall the prince of this world be cast out. Where was Satan cast out from? There is more, like in our Abrahamic covenant, his terrifying dark dream: leaving and returning to Canaan encompassing the time of the Gentiles. That is giving the Big Picture, If you wish to hear more, that is. This is a good one for revealing a few things. Here is something to think about, when Joseph was raised to the throne was he ruling in Canaan, or Egypt? Then they were to return to Canaan! What nation does Egypt represent?
 
If Jesus said that He is not coming back to this earth, then He cannot set up His millennial kingdom on this earth as many teach today, saying that there will be 1000 years of peace and prosperity on this earth beginning when Jesus comes. The only way that we can really understand the return of Christ is to understand it as it relates to the millennium. The two go together.
When he comes there will be resurrection and judgment and a new earth
