so we see the new birth is a result of hearing and believing the preaching of the word of God. the gospel message.

The Gospel is a savor of life unto life to some and the same Gospel is a savor of death unto death. Paul's Gospel to the Corinthians is Christ Crucified 1 Cor 2:1-2

And I, brethren, when I came to you, came not with excellency of speech or of wisdom, declaring unto you the testimony of God.

2 For I determined not to know any thing among you, save Jesus Christ, and him crucified.

Sorry, "gospel" means "good news." There is no good news in hell.

This doesn't say lack of regeneration is the reason they didn't fear God.

God is particular to the group that already feared God, not that was made to fear God.

Acts 13:26 Men and brethren, children of the stock of Abraham, and whosoever among you feareth God, to you is the word of this salvation sent.

But non-particular as to who or how many He finds fearing.

And they were not saved till after they believed, not merely because they feared or did seek God. ...

Acts 16:30 And brought them out, and said, Sirs, what must I do to be saved?

Acts 16:31 And they said, Believe on the Lord Jesus Christ, and thou shalt be saved, and thy house.

The word regeneration is not even mentioned.

Thats why Jesus sent Peter to Cornelius with the Gospel, he feared God Acts 10 2

A devout man, and one that feared God with all his house, which gave much alms to the people, and prayed to God alway.
Thats regeneration. God gives a heart to fear Him

And I will make an everlasting covenant with them, that I will not turn away from them, to do them good; but I will put my fear in their hearts, that they shall not depart from me.

The regenerated are the good ground hearers Matt 13 23

Guess God figured thwe regenerate would still ___ it up. Thats why he had to do all the work for them.....
 
It's good news for all. Christ died for all and so if one has faith in Christ, his life, death, and resurrection, one can be saved.

No good news for men predestined to destruction. Therefore, there is no gospel for those so predestined.

One must have faith to be regenerated.

Your doctrine is the opposite of scripture.
