Paul is writing to the Gentile Church of Galatia. All men were under the Law in Adam before the Law of Moses. Christ came to redeem men from the Law that was first transgressed in Adam Rom 5:12-14Before God created heaven, earth, and man He deemed His elect in His Mind in Himself. This is where His foreknowledge of His elect is found for He was the One to contemplate His elect in the beginning.
THEN He created heaven, earth, and man and blew His elect into the loins of the first man through miracle and at the appointed, preordained, time His elect are born into the world and at the appointed time are either "KEPT" before the cross or born-again and released after the cross back to Himself.
Everything is preordained. God knows the end from the beginning because He has ordained the end, He knows what He is going to do at opportune times in the history of the world. He is not sitting back waiting to see who will "accept Jesus into their heart" because He knows NO ONE will accept His Son but will reject Him for every thought in man is only evil continually, and unless He intervenes all man shall be lost to sin and death.
God is actively calling out a people for Himself, everyone He deemed in His Mind was OK, but once they were placed outside Himself and into the loins of the first man that is when His elect became "lost."
Therefore, He ordained to send a RE-deemer to change this people from flesh to spirit and to do it according to the plan He's revealed in Scripture.
It is through ethnicity that God separates His people from the rest of all 'mankind.'
With covenant and circumcision God separated the ethnicities of people that will be born of Ham, and Japheth, and Shem. There is a purpose in God in declaring Abram as "Hebrew" in Genesis 14:13. That is where He separated the wheat from the chaff, the good from the evil, the true from the false, and the Hebrew from the Gentile.
Saul is writing to Jews, Jewish Christians, and Jews of mixed heritage for God made no covenant with non-Hebrew Gentiles.
And if there is no covenant with Gentiles then Gentiles are without salvation. God has covenant with Abraham and with his seed. And his seed is Hebrew. As long as a person is of the seed of Abraham then they are heirs according to the promise. God has promises to keep and He's only made promises to the Hebrew people. The whole bibvle is a story of God and the Hebrew people. All 39 'books' of the Old Testament, and all 27 writings of the New Testament. God saves through covenant just as the bible reveals. First with Abraham, then with the children of Israel, and now that they are full grown, He makes a New Covenant with the HOUSE of Israel AND Judah. And it is full grown adults who are heads of HOUSEholds.
12 Wherefore, as by one man sin entered into the world, and death by sin; and so death passed upon all men, for that all have sinned:
13 (For until the law[of moses] sin was in the world: but sin is not imputed when there is no law.
14 Nevertheless death reigned from Adam to Moses, even over them that had not sinned after the similitude of Adam's transgression, who is the figure of him that was to come.
Adam as the head of natural humanity transgressed Gods Law, Christ came under Law to redeem from that Law man in Adam transgressed, hence Rom 5:15-19 shows the headship contrast.
