Is believing/faith a work ?

A fireman rescues people from their calamities too. Some don't get rescued but it doesn't mean that the fireman's rescue was particular. Circumstance determines it. ...

... Neither is Jesus particular. Some just don't want it. God prefers libertarian free will over saving everyone.

The His people are libertarian Old Testament style believers and people who haven’t libertarianly fully repudiated God yet.

The answer is absolutely yes. If we agree with the overall definition of work according to the greek word for work ergon:

  2. any product whatever, any thing accomplished by hand, art, industry, or mind
  3. an act, deed, thing done: the idea of working is emphasised in opp. to that which is less than work

    A work is anything done, accomplished by #1 hand, #2 art, #3 industry, #4 or MIND

    The mind is :

    (in a human or other conscious being) the element, part, substance, or process that reasons, thinks, feels, wills, perceives, judges, etc.

    Psychology. the totality of conscious and unconscious mental processes and activities.

    So believing something via the mental activity and process of reasoning is work. The process of decision making is a activity, work of the mind.

    How is that sin committed ? It starts in the mind or heart ! Yet in Vs 19 its stated as an work of the flesh

    So activity in and with the mind/heart is a work, this cannot be denied..

    Now believing is either a work of the flesh [unregenerate] or of the Spirit [ regenerated]

    But now Salvation is not by works, Neither by works of the flesh or works of the Spirit.

In other word, the way to believe in God is by embodying His likeness through being a doer of His character traits, For example, by being a doer of good works in obedience to God's law, we are embodying God's goodness, which is why our good works bring glory to Him (Matthew 5:16), and by embodying God's goodness we are also expressing the belief that God is good. Likewise, the way to believe that God is just is by embodying in His likeness through being a doer of justice, the way to believe that God is compassionate is by being compassionate, the way to believe that God is holy is by being a doer of His instructions for how to be holy as He is holy, and so forth. This is exactly the same as the way to believe in the Son, who is the radiance of God's glory and the exact likeness of His character (Hebrew 1:3), which he embodied through his works by setting a sinless example for us to follow of how to walk in obedience to God's law. **** It is readily seen that these words are all derivatives from the same one word, namely, G2041. In other words, the Bible translates "work" mainly from derivatives of the same word.

The differences is chiefly a matter of part of speech. G2041 is a noun (a name of something). G2038 is a "middle voice" verb (action word) of the noun G 2040 ἐργάτης (also a noun) which is in turn based on the noun G2041.
