Yes, GOD gave them over to the unforgivable sin, the sin of inevitable death in hell because they are prevented by their enslavement to sin destroying their free will, preventing them from ever repenting and accepting HIS call. Otherwise HE'd wait lovingly and patiently for them to finally repent and hell would be empty.
Giving them over does not mean that HE ignored HIS love for them and left them to hell but that HE was bound to accept the legal and natural consequences of their free will sin to repudiate HIM as their saviour from sin which puts them in hell.
