Peter was Holy Spirit baptized when he gave the direct command to Cornelius and his household to be water baptized.

- Teaching them to observe all things whatsoever I have commanded you, and lo I am with you alway, even unto the end of the world


Fred's gospel says no you don't have to obey all the commandments of Jesus.
Therefore Fred's gospel is salvation by faith alone and disobedience to Gods commandments.
