Fact: One must receive Christ before being made a child of God.

So one must believe before he can become a child of God

One must have faith

One who comes to God must believe, pleasing God.

And as seen, the Spirit is received upon faith—a reward to those who believe.

The regenerate however have not only flesh but the Spirit Gal 5 17

17 For the flesh lusteth against the Spirit, and the Spirit against the flesh: and these are contrary the one to the other: so that ye cannot do the things that ye would.

The unregenerate dont have the Spirit, so they are in the flesh.
When men believe they receive the Spirit and are not unregenerate

In the verse above, who is the one sowing and reaping? On whom is the impetus of action placed?

If they believed then thats evidence they had been born again and no longer in the flesh. Otherwise they which be in the flesh cannot believe because that pleases God
