Actually Jesus resurrection is the testification that those whom he died for are Justified!Jesus’ resurrection guarantees the justification of all who believe (Romans 4:25).

Peter is obviously exhorting new regenerate babes. Repenting and being baptized (which also assumes hearing and believing) happen prior to receiving the Holy Spirit, which is the point of being born again.
