God is speaking to Jewish Christians. It was they who were under the Law and "kept" until faith should appear and appear He did in the Person of the Holy Spirit of Promise promised to the children of Israel as Peter said.

A true, biblical Christians is a Jew who has been saved by the Holy Spirit's Ministry. That Ministry is revealed when the Holy Spirit saved three thousand Jews on the day of the Feast of Harvest. It is also called 'Pentecost' because it is fifty days following Passover. It is still a Jewish feast, and God is dealing with and saving Jews - His people.

That's right. Salvation is a matter of Promise and promises made by God to the seed of Abraham.
Identify "Gentiles." Who are they?

All it means is that God the Father is able to grant and perform any promises He made to Abraham.

Yes, I know all that. All it means is that God the Father and God the Son have the power and authority to make promises and to make promises be fulfilled.
