The key to those two verses is to be found in the previous verse. The key is whom He, i.e., God, foreknew. Verse 28 tells us it was those who love God. Verse 28 says that God "causes all things to work together for good to those who love God". It says that they are the ones who are called. Those who love God are called. Then verses 29 and 30 explain why and how that is. He says, Because those He foreknew, i.e., those who love God, He predestined. Those He predestined He called. Then He goes on to explain in what way all things work together for good.
