John 17:6 (LEB) — 6 “I have revealed your name to the men whom you gave me out of the world. They were yours, and you have given them to me, and they have kept your word.

Those whom the Father draws to are those whom He predestinated to be conformed to the image of His Son Rom 8:29-30

29 For whom he did foreknow, he also did predestinate to be conformed to the image of his Son, that he might be the firstborn among many brethren.

30 Moreover whom he did predestinate, them he also called: and whom he called, them he also justified: and whom he justified, them he also glorified.

The call here is ,so that they may come to Christ. This call relates to the Fathers drawing, its the effectual call that goes out to His Chosen !15
The key to those two verses is to be found in the previous verse. The key is whom He, i.e., God, foreknew. Verse 28 tells us it was those who love God. Verse 28 says that God "causes all things to work together for good to those who love God". It says that they are the ones who are called. Those who love God are called. Then verses 29 and 30 explain why and how that is. He says, Because those He foreknew, i.e., those who love God, He predestined. Those He predestined He called. Then He goes on to explain in what way all things work together for good. They are justified and glorified.

And we see scripture states man has the ability to have the faith that leads to salvation

Romans 10:8–10 (NASB95) — 8 But what does it say? “THE WORD IS NEAR YOU, IN YOUR MOUTH AND IN YOUR HEART”that is, the word of faith which we are preaching, 9 that if you confess with your mouth Jesus as Lord, and believe in your heart that God raised Him from the dead, you will be saved; 10 for with the heart a person believes, resulting in righteousness, and with the mouth he confesses, resulting in salvation.

No they can't unless saved. No man naturally can believe in Christ Jn 6 44 65
