No he had not yet heard the Gospel, but he was a saved regenerated man of Faith and Justified by Christ death, whose prayers God heard. So does God hear the prayers of a person who has no Faith? 1 Peter 3:12

For the eyes of the Lord are over the righteous, and his ears are open unto their prayers: but the face of the Lord is against them that do evil.

Now that word righteous is the same Greek word for just that describes Cornelius dikaios.

Paul's speaking is also future tense

And The Holy Spirit Cornelius received is the seal of our future inheritance

Eph 1:13–14in whom also you, when you heard the word of truth, the gospel of your salvation, in whom also when you believed you were sealed with the promised Holy Spirit, who is the down payment of our inheritance, until the redemption of the possession, to the praise of his glory.

That seal is received when one first believes.
