This is what was promised to Israel's ancestors:
18 In the same day the LORD made a covenant with Abram, saying, Unto thy seed have I given this land, from the river of Egypt unto the great river, the river Euphrates:
19 The Kenites, and the Kenizzites, and the Kadmonites,
20 And the Hittites, and the Perizzites, and the Rephaims,
21 And the Amorites, and the Canaanites, and the Girgashites, and the Jebusites.
Gen. 15:18–21.
What Joshua settle in and what was promised to Abraham and his seed is not everything God promised Abraham and his seed. Otherwise the land Joshua conquered would look like this (but it didn't.)
You have misunderstood the Scripture.

You had the Hebrews delivered from Egypt that numbered up to 4 million Hebrews.
God commanded Joshua to go into Canaan and destroy UTTERLY every man, woman, child, infant, cattle, etc. from off the land and TAKE by force every non-Hebrew Gentile that occupied Canaan.
That's called ethnical cleansing and God ordered it.
The future Joshua will do the same thing when He returns with the armies of heaven. God will sit on His throne in Jerusalem, cleanse the Promised Land of ALL Gentiles and the Jews will occupy their land.
This is biblical even if it offends your sensibilities.

Saul was speaking/writing to Jewish Christians at Rome.
So, try to understand it in context to WHO Saul was writing to.

God does both.
He commanded Joshua to enter Canaan with the Ark before then and utterly destroy every man, woman, and child, infant, and baby in the womb, all the cattle, livestock, and destroy everything.
God destroyed the sin and the people committing the sin.
He will do the same thing at the last judgment.
20 So the people shouted when the priests blew with the trumpets: and it came to pass, when the people heard the sound of the trumpet, and the people shouted with a great shout, that the wall fell down flat, so that the people went up into the city, every man straight before him, and they took the city.
21 And they utterly destroyed all that was in the city, both man and woman, young and old, and ox, and sheep, and ***, with the edge of the sword.
Joshua 6:19–21.
In order to understand the end, one must go to the beginning. The Tree of Life was kept from Adam and the woman, but in Revelation the Tree of Life is given to God's covenant people.
In order to understand Zechariah 14:21 one must go to Genesis 12:6.
The land God promised Abraham was occupied by what is called the Canaanite. This is a general term for those who lived in Canaan. And there were many nomadic tribes that occupied the land. All you need to do is read Joshua to see the individual tribes that lived there that God commanded the children of Israel to destroy.
6 And Abram passed through the land unto the place of Sichem, unto the plain of Moreh. And the Canaanite was then in the land. Gen. 12:6.
When God sits on His throne in Jerusalem, He gives the land He promised to Abraham and his seed. God personally cleanses the land of all Gentiles. The Canaanite represents the non-Hebrew Gentiles just as the Canaanite in Genesis represented the non-Hebrew Gentiles. And they were not at all considered "Gentile" until the covenant with Abraham was made and God placed a distinct separation between both groups of peoples through the rite of circumcision and by virtue of the covenant promises. Now, in all the earth there were those in covenant with God (Abraham and his seed) and those NOT in covenant with God (those NOT Abraham's seed -Gentiles/Canaanites.)
21 Yea, every pot in Jerusalem and in Judah shall be holiness unto the LORD of hosts:
And all they that sacrifice shall come and take of them, and seethe therein:
And in that day there shall be no more the Canaanite in the house of the LORD of hosts.
Zech. 14:21.
NO MORE GENTILES (non-Hebrew, non-covenant, uncircumcised) will ever occupy the Promised Land ever again.
And on that day the House of the Lord will be ONE House. The King of the Jews will unify both Houses into one House and it will be called the House of the Lord. Not the House of Israel, or the House of Judah, but the House OF THE LORD.
Aren't you happy for the Jews?

This is the land God promised the fathers of the children of Israel (note that it was to the fathers which means the fathers of the tribes)

Jesus Promised to build His Church which is a spiritual Church likened to the physical/natural Church of called out ones in the desert at the time of the Tabernacle. Over three million Jews (children of Israel) were called the Great Congregation. Gentiles who steal terms called of God's Chosen people the Jews sin against Israel and against God.
The Church was built upon Jewish apostles and Jewish prophets with Jewish Jesus Christ the cornerstone. That's also a reference to an Old Testament prophecy of Israel's Messiah.
The Church Christ was building was populated first by 3000 Jews who became born-again and spiritual Israel begun.
And since Jesus added to His Church daily such as should be saved then you're talking about thousands of Jews every day who were born-again and they continued to be obedient to God's Torah as good, obedient Jews they were:
20 And when they heard it, they glorified the Lord, and said unto him, Thou seest, brother, how many thousands of Jews there are which believe; and they are all zealous of the law:
Acts 21:20.

But the elect whose names are written in the book of life of the lamb slain from [before] the foundation (creation) of the world He loves to the uttermost.
And the elect is Israel. Chosen in Himself in eternity before God created heaven, earth, and man.
Chosen for a task, not unconditionally chosen for salvation

God hates sin but HE loves His all of mankind created in His Image.
In order to SAVE the world from the penalty of sin God sent His Son = John 3:16
ALL who the FATHER calls HE SAVES thru the BLOOD Atonement of His Son Yeshua HaMoshiach.
Joel 2:32 - And it shall come to pass that everyone who calls on the name of the LORD shall be saved. For in Mount Zion and in Jerusalem there shall be those who escape, as the LORD has said, and among the survivors shall be those whom the LORD calls.
