Known as a 'circular letter' to be sent and shared to all the Jewish churches and fellowships in Asia Minor. Note that Saul is among Jewish brethren who writes to the Jewish brethren in the Galatian region. It is not, "and all the brethren which are with me, unto the churches of Galatia" meaning from me and my Jewish brethren to my Gentile brethren for Saul connects the subject to the predicate in this statement and the connection is [from] the Jewish brethren that are with me to Jewish brethren where you are/live. Saul identifies the God of Abraham, Isaac, and Jacob to the Jewish people that are with him to the Jewish brethren that he writes to. The whole context is Jewish. For that is who populated the churches Jesus Christ promised to build and has been building throughout Jerusalem and beyond. In Acts 2 three thousand Jews were born-again and a few days or weeks later another five thousand Jews were born-again (Acts 4:4.) All the events that are recorded by Luke take place in the beginning in and around the Jewish Temple.

Below Saul attempts to correct Jews who were trying to receive their inheritance by following the Law only. For without the Holy Spirit and the justification and sanctification that comes through the Holy Spirit the good news of the Law of Moses is now complete in the Presence of the Holy Spirit.
6 I marvel that ye are so soon removed from him that called you into the grace of Christ unto another gospel:
7 Which is not another; but there be some that trouble you, and would pervert the gospel of Christ.
8 But though we, or an angel from heaven, preach any other gospel unto you than that which we have preached unto you, let him be accursed.
9 As we said before, so say I now again, If any man preach any other gospel unto you than that ye have received, let him be accursed.
10 For do I now persuade men, or God? or do I seek to please men? for if I yet pleased men, I should not be the servant of Christ.
Gal. 1:6–10.
The contrasting gospel (good news) are the grace of Jesus Christ personified by the Holy Spirit's baptism or immersion into Christ and the gospel (good news) of the Law of Moses. Later, in Hebrews 6 there are many Jews who were born-again and because of persecution for their fellowship in the Christ who was recently crucified in Jerusalem, they wanted to return to their Judaism to escape persecution. But the author of the Hebrew letter says, "it is impossible."
4 For it is impossible for those who were once enlightened, and have tasted of the heavenly gift, and were made partakers of the Holy Ghost,
5 And have tasted the good word of God, and the powers of the world to come,
6 If they shall fall away, to renew them again unto repentance; seeing they crucify to themselves the Son of God afresh, and put him to an open shame. Heb. 6:4–6.
11 But I certify you, brethren, that the gospel which was preached of me is not after man.
12 For I neither received it of man, neither was I taught it, but by the revelation of Jesus Christ.
13 For ye have heard of my conversation in time past in the Jews’ religion, how that beyond measure I persecuted the church of God, and wasted it:
14 And profited in the Jews’ religion above many my equals in mine own nation, being more exceedingly zealous of the traditions of my fathers.
15 But when it pleased God, who separated me from my mother’s womb, and called me by his grace,
16 To reveal his Son in me, that I might preach him among the heathen; immediately I conferred not with flesh and blood:
17 Neither went I up to Jerusalem to them which were apostles before me; but I went into Arabia, and returned again unto Damascus.
18 Then after three years I went up to Jerusalem to see Peter, and abode with him fifteen days.
19 But other of the apostles saw I none, save James the Lord’s brother.
20 Now the things which I write unto you, behold, before God, I lie not.
21 Afterwards I came into the regions of Syria and Cilicia;
22 And was unknown by face unto the churches of Judaea which were in Christ:
23 But they had heard only, That he which persecuted us in times past now preacheth the faith which once he destroyed.
24 And they glorified God in me.

Saul was a rabbi and a Pharisee. He brings up his conversion to accepting Jesus the Messiah/Christ as the One who saved him - even from his mother's womb - and as a rabbi and Pharisee knew the Hebrew Scripture. There is even evidence that Saul was a Nazarene separated from his mother's womb as Samuel and Samson were. But one thing is clear, those that became born-again continued in the things of the Law of Moses and received their understanding from the Hebrew Scripture. The revelations Saul says he received was the same revelations we as born-again Christians receive through study of Scripture under the anointing the Holy Spirit. Acts 21 gives evidence to these facts.
20 And when they heard it, they glorified the Lord, and said unto him, Thou seest, brother (Saul), how many thousands of Jews there are which believe; and they are all zealous of the law: Acts 21:20.
23 Do therefore this that we say to thee: We have four men which have a vow on them;
24 Them take, and purify thyself with them, and be at charges with them, that they may shave their heads: and all may know that those things, whereof they were informed concerning thee, are nothing; but that thou thyself also walkest orderly, and keepest the law.
Acts 21:23–24.
Saul was asked to join the four men who have made the Nazarene vow which included shaving the head. Here, Saul is known as a Nazarene and one who after being born-again by the Holy Spirit continued to obey the Law of Moses. It was his experience and training and education in the Hebrew Scripture and with the anointing of the Holy Spirit through which God gave him understanding of the Scripture (revelation) that he was able to bring out the things written in the Hebrew Scripture those signs and evidence of the New Covenant era Israel found themselves in. And God used him in a mighty way. As a born-again Christ-ian he remained obedient to the Law of Moses, and he was seen and received in high regard by his Jewish brethren as such. Further reading of this circular letter with the name of Galatian attached to it is many references to the Law of Moses and the Jewish religion of the same: Judaism.
Being honest with the Scripture would lead one to understand that this letter is to and for Jews and Jewish Christians in Asia Minor in and around the Galatian region.
