It is clearly seen any who believe not, are part of the world Christ came to save.

The blood of Christ gave eternal redemption, everyone He died for the penalty of their sins is gone Heb 9:12

Thats addressing the saved, only the saved will and can hear the Gospel of their salvation. God doesnt send a lost man without salvation, a Gospel message of their salvation, they dont have salvation when they lost. duh

God must first give us spiritual life which results in ears to hear and eyes to see Christ. How can one hear the word of truth without ears to hear ? Jesus said this Jn 18:37

37 Pilate therefore said unto him, Art thou a king then? Jesus answered, Thou sayest that I am a king. To this end was I born, and for this cause came I into the world, that I should bear witness unto the truth. Every one that is of the truth heareth my voice.

Now what is the truth Christ bears witness of, and what is it to be "of the truth" since that it is who hears the voice of truth Christ bears witness of.
 
The Sanctifying Work of the Spirit shall accompany Christs atoning Death. See when Christ died He sanctified them He died for, as Per Heb 10:10

10 By the which will we are sanctified through the offering of the body of Jesus Christ once for all.

See that's Gods will for His Death to sanctify them He died for once and for all. Now the word sanctified here is the greek word hagiazó: To sanctify, to make holy, to consecrate, to set apart:

Usage: The verb "hagiazó" primarily means to sanctify or make holy. It involves the act of setting something or someone apart for a sacred purpose or dedicating them to God. In the New Testament, it is used to describe the process by which believers are made holy through the work of the Holy Spirit, aligning them with God's will and character. It also refers to the consecration of objects or places for divine use.

to purify internally by reformation of soul:

So Christs Death secures also the internal setting apart of them He died for, if not, then His Death fell short of accomplishing the will of God

And its this Sanctifying work of the Spirit that brings about Faith or belief of the Truth 2 Thess 2:13

But we are bound to give thanks alway to God for you, brethren beloved of the Lord, because God hath from the beginning chosen you
to salvation through sanctification of the Spirit and belief of the truth:
Interesting that the word belief here is the greek noun pistis where we get the word Faith.

Hence, if every sinner Christ died for doesnt come to Faith, belief of the truth via the Sanctifying work of the Spirit, Christ death was short circuited and Gods will frustrated, which is Blasphemous to suggest.
 
The Gift of conversion accompanies Christ. All for whom Christ died will as a blessing of His Sanctifying Death, will be given the Gift of conversion, Acts 3:26

26 Unto you first God, having raised up his Son Jesus, sent him to bless you, in turning away every one of you from his iniquities.
The word turning is the word apostrephó: To turn away, to turn back, to reject, to remove.

Its the word Paul used here when speaking of the conversion of Israel elect Rom 11:26

26 And so all Israel shall be saved: as it is written, There shall come out of Sion the Deliverer, and shall turn away ungodliness from Jacob:

Thats how all Israel shall be saved, by the act of the Deliverer, which is Jesus Christ ! Saved here means converted !

The obtaining of their Salvation/Redemption

All for whom Christ died, whom He was given for, with Him was the obtaining of their Salvation, so they must be saved Heb 9:12

Redemption here means:

  1. a ransoming, redemption
  2. deliverance, esp. from the penalty of sin

So whats the penalty of sin ? Is it not death ? So they for whom He died, shed His Own Blood for, can never experience the second death, because its for the penalty of sin.
These three words—Christ conquered death—define the most important difference between Christianity and all other false religions like tulip.
