Scripture clearly shows One must believe to be regenerated
John 7:38–39 (NASB 95) — 38 He who believes in Me, as the Scripture said, ‘From his innermost being will flow rivers of living water.’ ” 39 But this He spoke of the Spirit, whom those who believed in Him were to receive; for the Spirit was not yet given, because Jesus was not yet glorified.
Did they not believe before receiving the Spirit?
Ephesians 1:13 (NASB 95) — 13 In Him, you also, after listening to the message of truth, the gospel of your salvation—having also believed, you were sealed in Him with the Holy Spirit of promise,
Were they not sealed with the Holy Spirit after believing?
Ephesians 3:16–17 (NASB 95) — 16 that He would grant you, according to the riches of His glory, to be strengthened with power through His Spirit in the inner man, 17 so that Christ may dwell in your hearts through faith; and that you, being rooted and grounded in love,
Is it not Christ dwelling in your faith through faith?
Galatians 3:2 (NASB 95) — 2 This is the only thing I want to find out from you: did you receive the Spirit by the works of the Law, or by hearing with faith?
Does the text not speak of receiving the Spirit by hearing with faith?
Galatians 3:5 (NASB 95) — 5 So then, does He who provides you with the Spirit and works miracles among you, do it by the works of the Law, or by hearing with faith?
Galatians 3:14 (NASB 95) — 14 in order that in Christ Jesus the blessing of Abraham might come to the Gentiles, so that we would receive the promise of the Spirit through faith.
Is the promise of the Spirit not fulfilled by having faith?
Acts 11:15–17 (NASB 95) — 15 And as I began to speak, the Holy Spirit fell upon them just as He did upon us at the beginning. 16 And I remembered the word of the Lord, how He used to say, ‘John baptized with water, but you will be baptized with the Holy Spirit.’ 17 Therefore if God gave to them the same gift as He gave to us also after believing in the Lord Jesus Christ, who was I that I could stand in God’s way?”
Was the gift of the Spirit not after believing?
Acts 15:7–8 (NASB 95) — 7 After there had been much debate, Peter stood up and said to them, “Brethren, you know that in the early days God made a choice among you, that by my mouth the Gentiles would hear the word of the gospel and believe. 8 And God, who knows the heart, testified to them giving them the Holy Spirit, just as He also did to us;
Believe to be made a child of God
John 1:12 (NASB 95) — 12 But as many as received Him, to them He gave the right to become children of God, even to those who believe in His name,
be Born again through faith in the word of God.
1 Pet 1:23 for you have been born again not of seed which is perishable but imperishable, that is, through the living and enduring word of God.
1 John 5:4–5For whatever is born of God overcomes the world; and this is the victory that has overcome the world—our faith. Who is the one who overcomes the world, but he who believes that Jesus is the Son of God?
Finally God is pleased when men believe
Heb 11:6 And without faith it is impossible to
please Him, for he who comes to God must
believe that He is and that He is a rewarder of those who seek Him.
When they believe they are regenerated, as multiple verses show, and if they do not first believe, they cannot be regenerated.
John 3:36 (NASB 95) — 36 He who believes in the Son has eternal life; but he who does not obey the Son will not see life, but the wrath of God abides on him.”
John 3:18 The one who believes in him is not judged, but the one who does not believe has already been judged, because he has not believed in the name of the one and only Son of God.
Mark 16:16 The one who believes and is baptized will be saved, but the one who refuses to believe will be condemned.
John 8:24 Thus I said to you that you will die in your sins. For if you do not believe that I am he, you will die in your sins.”
1 John 5:10–13 (The one who believes in the Son of God has the testimony in himself. The one who does not believe God has made him a liar, because he has not believed in the testimony that God has testified concerning his Son.) And this is the testimony: that God has given us eternal life, and this life is in his Son. The one who has the Son has the life; the one who does not have the Son of God does not have the life. These things I have written to you who believe in the name of the Son of God, in order that you may know that you have eternal life.
John 5:40 (ESV) — 40 yet you refuse to come to me that you may have life.
