To claim that regeneration precedes faith, is to claim that God can bestow life apart from the blood of His Son. It is to claim that God gives life prior to the removal of sin. Since it is sin that causes spiritual death, our sin must first be removed through Christ’s blood before God can give us life. As long as sin remains, death remains. If God can bestow life (regenerate) apart from the the application of Christ’s blood, then the atonement becomes less than the necessary means by which a holy God reconciles sinners to himself (Rom. 5:10; Col. 1:21-23).
 
You are ignoring what the verse states

That's to the regenerate Sheep, scripture is not written to the Spiritually dead

I understand why a simple layperson would read and come to the conclusions that the predestinees come to because they are stuck on a few scriptures and do no indepth study of even how said scripture is used in a given situation, and they totally ignore everything that pu;ls away from that... like your that believing ye might have life through his name.

What truly is a shame is that those who have studied things in depthes like the clergy... how they have gotten so swayed
is beyond me.

Life comes before believing, and believing is the evidence you have life. A person can be regenerated, have life, and dont know it. Then when in the providence of God, they are brought under the preaching of the Gospel, and believe, they have evidence or assurance of having eternal life

It happened that way with Cornelius, he was a regenerated man, feared God, but he lacked Gospel knowledge and Peter was sent to him to preach the Gospel so they could hear and believe Acts 15 7

And when there had been much disputing, Peter rose up, and said unto them, Men and brethren, ye know how that a good while ago God made choice among us, that the Gentiles by my mouth should hear the word of the gospel, and believe.
