The "Lord" in Hebrews 1:10 refers to Jesus which proves He is YHWH (cf. Psalm 102:25). Notice the continual reference to Jesus using "Thy" and "Thou" and "Thine" throughout the final passages of Hebrews 1.

Furthermore, the comparison between the Son and the angels continues after Hebrews chapter 1 which demonstrates the "Lord" in 2:3 is the same Lord in 1:10 -> Jesus!

(1:4) Having become so much better than the angels, as He hath by inheritance obtained a more excellent Name than they.
5 For unto which of the angels said He at any time, Thou art My Son, this day have I begotten Thee? And again, I will be to Him a Father and He shall be to Me a Son?
6 And again, when He bringeth in the firstborn into the world, He saith, And let all the angels of God worship Him.
7 And of the angels He saith, Who maketh His angels spirits and His ministers a flame of fire.
8 But unto the Son He saith, Thy throne, O God, is forever and ever: and the scepter of righteousness is the scepter of Thy kingdom.

2 For if the word spoken by angels was steadfast and every transgression and disobedience received a just recompense;
3 How shall we escape if we neglect so great a salvation; after it was first spoken by the Lord and was confirmed unto us by those who heard;
4 God also bearing them witness, both with signs and wonders and with various miracles and gifts of the Holy Spirit according to His own will?
5 For unto the angels hath He not put in subjection the world to come, whereof we speak.
6 But one in a certain place solemnly testified, saying, What is man that Thou art mindful of him? Or the son of man that Thou art concerned about him?
7 Thou madest him a little lower than the angels; Thou crownedst him with glory and honor.
8 Thou hast put all things in subjection under his feet. For in that He put all in subjection under him, He left nothing that is not subject unto him. But now we see not yet all things put under him.
9 But we see Jesus, who was made a little lower than the angels for the suffering of death, crowned with glory and honor that He by the grace of God should taste death for every man.


The Creator in Hebrews 1:10...

2. BDAG (3rd Edition): in OT quotations, where it is understood of the Lord of the new community...σὺ κατ’ ἀρχάς, κύριε, τὴν γῆν ἐθεμελίωσας Hb 1:10 (cp. Ps 101:26). εἰ ἐγεύσασθε ὅτι χρηστὸς ὁ κύριος 1 Pt 2:3 (cp. Ps 33:9). 1 Pt 3:15 adds Χριστόν to κύριον ἁγιάσατε Is 8:13. (kyrios, page 577-578, the underlined is mine)

Psalm 102:25, which Hebrews 1:10 quotes, ties in with Jesus as being the Creator YHWH in 1 Cor. 10:26.
