The LXX uses Theos with the article which always refers to Jehovah and translates it as God

the way was prepared for GOD. who was the First now diversified, "EQUALLY SHARED" as the Last. supportive Scripture,

Isaiah 40:3 "The voice of him that crieth in the wilderness, Prepare ye the way of the LORD, make straight in the desert a highway for our God." WHO WAY WAS PREPARED?" ANSWER THE "LORD".. all caps. now this,
Malachi 3:1 "Behold, I will send my messenger, and he shall prepare the way before me: and the Lord, whom ye seek, shall suddenly come to his temple, even the messenger of the covenant, whom ye delight in: behold, he shall come, saith the LORD of hosts."

EITHER the "LORD" is the "Lord" or the bible lied, (and the bible don't lie). so it's the same one person who came.
