Yes it is, all men means all the elect from all nations
Show me where ἐκλεκτός is equated with ‘all men”! ἐκλεκτός is never used in connection with “all men”. God chooses those who believe in the gospel. God foreknows who will believe, he does not predetermine who will believe.

If you can’t demonstrate why it means that, it is fool’s gold! Nothing in scripture says that Christ died only for the few, the elect, as opposed to everyone else.

Christ died for all men, especially for those who believe.
