King of Judah on David's Throne

In today's devotional reading @ Jeremiah 22:2 it is written

‘King of Y’hudah occupying David’s throne, hear the word of Adonai — you, your servants and your people who enter through these gates.
CJB

What to make of one Being (King Zedekiah in this case), sitting on another Being's throne (not Saul, who was Israel's 1st king but David, who God made a covenant with)?

It seems to mean the current occupant on the throne is NOT identified as the owner of the throne. It certainly is a way of speaking not common today. Thoughts?

Psalms 132:11 "The LORD hath sworn in truth unto David; he will not turn from it; Of the fruit of thy body will I set upon thy throne."
