Tough question, given it a lot of thought.

Practically, from a secular point of view, I think it makes sense, preventing further crimes.

From a point of view of mercy, I want people to have as long a chance to get saved as possible.

I personally believe life imprisonment without the possibility of parole is the worst punishment and the death penalty. Although the vast majority never are executed some die natural causes and some just sit there without the death penalty sentence being carried out.

2012 stats and its much higher now in California is that 65% of inmates released are back within 3 years for the same crimes. That includes rape and murder.

Plus all the tax payers are paying for free room and board for these prisoners the longer they stay.

I see the logic behind that.
 
In the OT, there was only one punishment for any deliberate crime: death.
If you accidentally did something (killed someone by accident, etc.), then you were financially responsible for their widow and children.
But if you murdered, you died. If you raped, you died. If you smarted off to your parents, you died. If you did not fulfill an oath, you died. It didn't matter how "large" or "small" the crime was, you died. I believe that capital punishment should not be the punishment of last resort, but should be much more common and more quickly carried out.
 
If you can't do the time don't do the crime. Most murders are committed by Psychopaths. The likelihood of them becoming a follower of Jesus on death row in my opinion is mighty slim. Psychopaths have no remorse.

Aileen Wuornos Convicted serial killer was saved while on death row. She was not however a psychopath.

The terms sociopath and psychopath do not appear in the Bible. However, the Bible does mention behaviors that are characteristic of those that today are described by the nearly synonymous terms sociopathic and psychopathic.

In today’s criminal and psychological literature, a sociopath or psychopath is identified as one who is characterized by extreme self-centeredness and immaturity, shallow emotions (including reduced fear, a lack of empathy and remorse, low tolerance for stress, and little response to positive motivations), cold-heartedness, superficial charm, irresponsibility, impulsivity, criminality, a parasitic lifestyle and a desire to manipulate others. A psychopath is one who compulsively performs criminally selfish acts with no apparent conscience or concern about the welfare of his victims.

The Bible identifies such sociopathic and psychopathic behavior as among the severest moral and spiritual effects of man’s fall into sin. Jesus described such sins as arising from evil hearts (Mark 7:20–23). The apostle Paul identified godlessness as the root of such a deadly heart (Romans 1:28–32). The sociopathic heart produces the worst characteristics of sinful man’s nature (Romans 8:5–8), the worst effects of both genetic and environmental moral degradation. Early in human history, God wiped out all but eight people because of such universally incorrigible behavior (Genesis 6:5–13). Deuteronomy 21:18–21 prescribes for the Old Testament nation of Israel the legal consequence of such behavior: execution by stoning. Apparently, such behavior was considered by God to be so disruptive and damaging to the family and to society, so contrary to the character of the people that bore His name and supposedly reflected His image, as to be intolerable.

The New Testament does not offer specifics on civic dealing with these serious problems. Its teachings about morality and immorality of every kind, and its hopeful appeals and invitations to repentance, conversion, and transformed life in Christ, certainly apply to a psychopath as to any sinner. Paul, describing conduct that included sociopathic characteristics, wrote to one congregation of believers in Jesus Christ, “Such were some of you” (1 Corinthians 6:9–11, emphasis added). God is able to rescue and restore to righteousness the most corrupt heart. See Ephesians 4:24; Colossians 3:1–17; Romans 7; Romans 8:1–17 and 28–30.

Of course he can, He's God. The issue is you have to want to be saved. In Dahmer's case you'd have to want Jesus more than you'd have to want to eat those body parts in your refrigerator. I hope Dahmer was saved before he received his jailhouse justice.

Are serial killers demonic possessed?

We've all heard that our eyes are the windows to our souls. Every law enforcement officer when interviewed about any serial killer they've had contact with say they can see Pure Evil in their eyes. Ted Bundy after his conviction while awaiting execution and being interviewed disclosed that he heard voices and even talked back to them. Who was he talking to a demonic spirit perhaps?

Generally classified as psychopaths or mentally deranged individuals, serial killers are rightly vilified for what they do. But there is, all too often, a pattern connecting them to demonic possession that we so willfully ignore—because it makes us uneasy. But isn't that exactly what Satan wants?

Now it is no use considering how we are to fight these forces unless we are aware of something of their nature and the way in which they operate. And so we come back again to this large subject, which can be summed up under the technical term, demonology.

I'm interested in this subject, first, because there are so many references in the Bible to these evil forces and powers that there is a sense in which we cannot read the Scriptures intelligently unless we know something about them. And second because it seems to be running so rampant in our society today. It's hard to believe some of the things we see in the news on a regular and daily basis.

But in addition, according to the apostle’s specific teaching in Ephesians chapter 6, if we are unaware of these evil powers, we will almost certainly be defeated by them. Ignorance is one of the greatest causes of stumbling, and there are many people who are so ignorant of these forces that they become their innocent and unconscious victims.

The Bible tells us to prove and to test the spirits: ‘Beloved, believe not every spirit,’ says the apostle John, ‘but try the spirits whether they are of God’ (1 John 4:1).

We are told that there are two types of spirits: first, the Holy Spirit and the angelic powers who are still obedient to God and who do his behest; but secondly, evil forces and powers and spirits. These are extremely able. The apostle Paul tells the Corinthians that the devil is able to transform himself into ‘an angel of light’ (2 Cor. 11:14). He is as subtle and as clever as that. But our God is greater, we are more than conquerors through Christ Jesus and strengthens us.
