Gal 4:28

28 Now we, brethren, as Isaac was, are the children of promise.

Isaac was born because of Gods word of promise, and he was Abrahams promised Heir, which guaranteed he would be a believer Gen 15:4

And, behold, the word of the Lord came unto him, saying, This shall not be thine heir; but he that shall come forth out of thine own bowels shall be thine heir.

Isaac had no choice in this matter Heb 11 20

By faith Isaac
blessed Jacob and Esau concerning things to come.

All the Heirs will be given Faith because they are children of Abraham the Father of the Faithful Rom 4:11,12,16

And he received the sign of circumcision, a seal of the righteousness of the faith which he had yet being uncircumcised: that he might be the father of all them that believe, though they be not circumcised; that righteousness might be imputed unto them also:

and the father of circumcision to them who are not of the circumcision only, but who also walk in the steps of that faith of our father Abraham, which he had being yet uncircumcised.

Therefore it is of faith, that it might be by grace; to the end the promise might be sure to all the seed; not to that only which is of the law, but to that also which is of the faith of Abraham; who is the father of us all,

As God did with Isaac, He promised Abraham a seed of believers, that he is father of Gen 17:2,5-8

2 And I will make my covenant between me and thee, and will multiply thee exceedingly.

5 Neither shall thy name any more be called Abram, but thy name shall be Abraham; for a father of many nations have I made thee.

6 And I will make thee exceeding fruitful, and I will make nations of thee, and kings shall come out of thee.

7 And I will establish my covenant between me and thee and thy seed after thee in their generations for an everlasting covenant, to be a God unto thee, and to thy seed after thee.

8 And I will give unto thee, and to thy seed after thee, the land wherein thou art a stranger, all the land of Canaan, for an everlasting possession; and I will be their God.

So people of Faith, them that believe are products as Isaac was, of Gods power and promise.

Thats right, all who eventually live by Faith are Children of Promise as was Isaac, Gal 4:28

28 Now we, brethren, as Isaac was, are the children of promise.

If we understood this scripture correctly there would be no room for mans freewill religion. This scripture tells us how we become believers, brethren. Its not by mans freewill choosing but its by Gods word of promise effecting it so by His Power and Faithfulness, as it was so in bringing Isaac into the world,

If we read the sacred record of how Isaac came to be, it was the result of a unqualified promise made to Abraham Gen 17:19

And God said, Sarah thy wife shall bear thee a son indeed; and thou shalt call his name Isaac: and I will establish my covenant with him for an everlasting covenant, and with his seed after him.

God had promised earlier to Abraham Gen 17:2-6

2 And I will make my covenant between me and thee, and will multiply thee exceedingly.

3 And Abram fell on his face: and God talked with him, saying,

4 As for me, behold, my covenant is with thee, and thou shalt be a father of many nations.

5 Neither shall thy name any more be called Abram, but thy name shall be Abraham; for a father of many nations have I made thee.

Believers are the result of the multiplication God promised Abraham in Gen 17:2 which extended into him being made a father of many nations .

A Child of promise will be made or caused to believe. They dont believe in order to become a Heir or Child of promise, but they believe because they are already a Child of promise/heir. Was not by Gods declaration and word of promise to Abraham, was not Isaac a child of promise before he was born and believed the Gospel promises himself ? Listen to Gods declaration and promise Gen 15:4

And, behold, the word of the Lord came unto him, saying, This shall not be thine heir; but he that shall come forth out of thine own bowels shall be thine heir.

Now lets look at some scripture that show us that some are caused to believe.

Acts 17:4

4 And some of them believed, and consorted with Paul and Silas; and of the devout Greeks a great multitude, and of the chief women not a few.

The word believed here the greek word πείθω:

To persuade, to convince, to trust, to have confidence

Now here its in the passive voice and so the subjects, those believing, were acted upon causing them to believe, or even be obedient

They were persuaded to believe, for the word came to them not in word only but with power and the Holy Ghost.
